What is the AllSpire Health Partners Digital Health Formulary?

The AllSpire Health Partners Digital Health Formulary is a curated collection of digital health products, such as applications, that your organization has carefully evaluated, vetted and selected for you to recommend to patients. Each application has been rigorously screened for safety and efficacy against the Digital Health Assessment Framework (DHAF).

With the AllSpire Health Partners Digital Health Formulary, you can send a recommendation via text or email to your patients and keep track of your recommendations within the system.

AllSpire Health Partners is a collaborative think tank and incubator created by a group of independent health systems with the purpose of driving clinical excellence, improving affordability of care and enhancing economic stability. Your health system is a member of AllSpire Health Partners.

The Executive Leadership team at your organization and AllSpire Health Partners combined efforts to create a Digital Health Formulary where clinicians are able to recommend a selection of digital and mobile health applications focused on mental health and related issues to better treat and engage your patient population.

A Behavioral Health Work Group, comprised of leaders and clinicians within your organization meticulously reviewed and vetted the applications included in the formulary for efficacy, quality, safety, ease of use, and that best align with your clinical workflow with the help of ORCHA (Organization for the Review of Care and Health Applications).

The Organization for the Review and Care of Health Apps has been assessing digital health products since 2015. ORCHA exists to make digital health healthy. With over 350,000 digital health products on the market today, only 20% met standards and regulations to be safe enough for patients to use. ORCHA utilizes a robust and objective continuous assessment to ensure health applications meet standards and regulations to minimize the risk of harm to patients.

The Digital Health Assessment Framework (DHAF) comprises a comprehensive set of 400 criteria developed by the American College of Physicians (ACP), American Telemedicine Association (ATA), and the Organization for the Review of Care and Health Apps (ORCHA). It encompasses all the crucial standards that are incorporated within the scope of HIPAA.

The DHAF assessment covers three areas of standards and regulations:

  • Clinical or professional assurance – whether potential risks of harm to patient health have been accounted for, if appropriate professionals have been involved in developing the app, and if there is sufficient evidence collected to support its use.

  • Data privacy – whether the app manages, shares, stores and removes data securely, and who has access to the data.

  • Usability and accessibility – whether the app is easy to use and if people can interact with it to use it effectively, whilst taking into account patients’ physical or mental needs, such as visual impairment or digital literacy.

The Digital Health Formulary allows you to recommend applications quickly and easily to your patients. By using this formulary, you can confidently endorse applications that have been independently evaluated by ORCHA and meet specific standards and regulations approved by your organization. This ensures that you recommend only the safest and most effective health applications to your patients.

Health applications that you recommend can help patients manage and monitor their health, receive support between appointments or while waiting for treatment, and complement and augment face‐to‐face appointments. The Digital Health Formulary keeps track of recommendations to patients so you can review your recommendations and know what you have recommended.

The AllSpire Health Partners Digital Health Formulary is hosted on a secure AllSpire Health Partners Platform, supported by ORCHA. For the main AllSpire Health Partners Formulary there is a common log in. When your health system has established its own formulary, you will receive a unique identifier to log in. Similar to prescribing medication, by recommending only the applications approved and listed within the Digital Health Formulary, using the recommend function, any risks of harm to a patient are kept low. Please note that applications are assessed based on publicly available information.

Within your individual health system, your recommendations are tracked within the formulary, it is possible for you to contact patients should any issues with an application arise.

Before downloading a recommended application, the patient will be asked to agree to a disclaimer which states that the recommender (you) is not liable for any issues which may arise.

ORCHA has not encountered any issues with applications that have successfully passed its assessment process and are currently available on the platform.

Applications are reassessed continuously, every time there is an update to the standards and regulations in an assessment framework, and every time the creator updates the application.

As a minimum, ORCHA reassesses applications every 12 months and requires applications to be updated by the developer every 18 months.

Together, your organization and AllSpire Health Partners work with ORCHA to ensure the applications included in your formulary are safe and appropriate for you to recommend. If an application falls below DHAF standards, you will be notified through your organization.

Yes, if you would like to request an application to be added to your Digital Health Formulary, please send an email to digitalhealth@allspire.org. The application will be added to a cue to go through the DHAF process and then reviewed by the Behavioral Health Work Group. You will receive a communication regarding the status of your request.
